Netkoncept.com is a Polish company specializing in creating modern digital solutions for the public sector, focusing on facilitating communication between local governments and their residents.

Our mission is to support municipalities in their digital transformation, improving access to public services and increasing citizen engagement.

Thanks to innovative technologies like NativeScript, applications developed by Netkoncept.com are simple to use, functional, and intuitive. We have implemented over 2,000 systems and nearly 80 mobile applications.

We advise, train, and deliver solutions tailored to the changing technological and legal requirements of municipalities. We ensure full data security for both local governments and their residents, as well as digital accessibility compliant with the WCAG 2.1 standard.

SkyCMS – Our Proprietary Content Management System

SkyCMS is our proprietary platform designed specifically to create tools for public administration. It is offered as a SaaS (System as a Service). SkyCMS is hosted in the cloud on servers located in Poland, providing users with guaranteed data security and regular updates.

Security

Our service is based on the infrastructure of Thinx Poland Data Center, located in Warsaw’s central business district. Data is stored on over 3,700 m² of technologically advanced colocation space, designed according to international Tier III data center standards, with guaranteed 16 MW of power supply.

The Data Center features multiple connections to most Polish operators and access to interconnection points in the country (AMS-IX, DE-CIX, LINX, PLIX, Thinx Poland) and Europe – in Amsterdam, Frankfurt, and London.

In addition to interconnection traffic exchange, we use three Tier-1 class operators for full international transit. The selected configuration ensures the security of each interconnection point (dual 10 Gb/s connections) and the entire solution (bandwidth capacity sufficient to handle traffic in case of failure).

The Data Center is certified to the following standards:

  • ISO/IEC 27001:2013 Information Security Management System Certificate
  • PN-EN ISO 9001:2009 Quality Management System Certificate
  • CSA STAR Certification 2014
  • PCI DSS Compliance Certificate

NativeScript – The Foundation of Our Mobile Applications

The Obywatel.mobi mobile application was developed specifically for public administration. It is based on SkyCMS, a secure platform for managing systems and applications for offices, organizational units, and other institutions.

Choosing NativeScript as the main technology allows us to create fully native applications for iOS and Android, enabling efficient code sharing across platforms. This ensures that our applications provide full access to native device functionalities with powerful and expressive ease. Integration with Angular allows us to work within a familiar ecosystem, accelerating application development and guaranteeing high quality and stability.

The Obywatel.mobi app includes various modules to address the diverse needs of residents and administration, such as:

  • Resident Card – Provides residents with access to discounts on local services, cultural events, and public transportation, while promoting the use of municipal amenities in both physical and virtual card formats.
  • Maps – Investment, tourist, and investor maps visualize projects, attractions, and investment areas in an accessible format for residents and visitors.
  • Alert Online – A push notification system for emergencies, failures, or important deadlines, ensuring timely communication with targeted audience groups.
  • Waste Management – Includes a waste collection calendar, recycling guidelines, and locations for selective waste collection points, simplifying waste management for residents.
  • Air Quality Sensors – Enable residents to monitor real-time air quality, including pollution levels, temperature, and wind strength, to plan outdoor activities responsibly.
  • Event Calendar – Displays upcoming cultural, social, and educational events, allowing users to easily browse details and add them to their calendar.
  • Civic Budget – Allows residents to submit and vote on projects funded by the municipal budget, fostering greater community engagement in local decision-making.
  • Report an Issue Module – Enables residents to report infrastructure issues, such as road damage, streetlight outages, or illegal dumps, facilitating faster local government responses.
  • Interactive Timetable – Provides residents with easy access to public transport schedules, enabling efficient trip planning.
  • Solar Potential Map – Identifies areas with the highest sunlight exposure to support investments in renewable energy, such as solar panels, and promotes effective installation planning.
  • Pharmacy Duty Hours – Displays information on nearby pharmacies, including hours of operation and locations, making it easier for residents to find open pharmacies.
  • Monuments – Uses QR codes to provide information about local landmarks and historical sites, promoting education and interest in regional history.
  • Tourist Portal – Promotes regional tourist attractions, presenting interesting sites, historical landmarks, and activities for both tourists and residents.
  • Trip Planner – Allows users to create personalized travel routes, selectattractions and plantrips within the region.
  • Regional Warning System (RSO) – Provides alerts about meteorological, hydrological, and air quality threats, enhancing residents' safety.
  • Water Meter Readings – Enables residents to conveniently submit water meter readings, eliminating the need for meter readers.
  • Search Functionality – Ensures easy access to information available in the app, on municipal websites, and in the Public Information Bulletin, streamlining navigation.
